This is the rejected Fox pilot for "Awesometown," by Andy Samberg, Jorma Taccone, and Akiva Schaffer (aka The Dudes, aka the Lonely Island, aka the guys who made SNL's Lazy Sunday music video). Turns out they are also going to make a movie this summer.
